He had seen the long delay at Panchayat Offices in issuing routine certificates to applicants. He had also seen dog-eared and torn registers in those offices. So after working for 18 years in such offices, Shaji J.Chittilappally, Head Clerk of Velookkara Panchayat, Thrissur decided to do something so that any certificate can be issued to the seeker in a matter of seconds.
His first task was to digitize data of more than 10000 citizens in the Panchayat. The help of his colleagues lessened the burden. Later he had to do some programming to make the certificates available in Malayalam. This was the more challenging task, he says.
At the end of this self-directed initiative, he was able to issue four types of residential certificates, three types of ownership certificate and a host of other certificates to the people in a matter of seconds.
After joining government service, Shaji had utilized holidays and Sundays to study MCA at Thrissur.
